Battle Research Group Will-to-Fight Assessment Tool

If war is indeed a contest of two opposing, hostile, and independent wills, then to understand war one must try to understand will to fight. However, most Western militaries fail to define or study will to fight. RAND Corporation defined it as the disposition and decision to fight, act, or persevere as needed. While it is not possible to measure human will the way one might measure the diameter of a circle or the speed of a car, it is possible to assess human will to help reduce uncertainty. This tool, derived from the 2018 RAND heuristic in Will to Fight, allows the user to build an evidence-driven assessment of partner, allied, or adversary will to fight. From this assessment the user can identify factors that might be influenced to shore up or reduce will, depending on the objective. And this assessment of will to fight can be woven into a broader assessment of combat power or combat effectiveness. This is a free-to-download, free-to-use tool provided by Battle Research Group under U.S. Fair Use doctrine. RAND Corporation allows the limited replication of concepts and language from Will to Fight under the same Fair Use doctrine. We ask that users refrain from reposting the tool online.
